I am a bit confused by the letter from Kevin D. Case, it appears that the demands on the school system for mandatory special education services is increasing yet .5 Fte Special Education teacher at Cherry Brook Primary School is being cut. These two concepts seem to be running in opposite directions.
ReplyDeleteAlso there is a statement "Fund contractual obligations associated with staffing the school district at a level to promote high levels of student achievement." Is that statement telling us that it is part of a contractual obligation that requires staffing at certain levels?
Your first question is a valid one. Special Education teachers are assigned by the case load needs at a particular grade level and school. Next year, the case loads at CBPS will be appropriate if a teacher who was out on maternity leave returns half time.
ReplyDeleteThe increases in Special Education, which are very hard to predict, but seem to be increasing are in out-placements of students whose needs are so great the district cannot meet them in school. Out-placements are very involved and become mandatory through a legal PPT process, not simply through parents' requests.
The second statement you refer to about "funding staffing" means we must meet the contractual obligations we have for the teachers' raises and step increases. We are trying to meet that contractual obligation without laying off teachers thereby increasing class sizes and hindering student achievement. So far, every CBPS and CIS classroom is within the Board of Education's class size limits.
How is the best way to see/locate the actual contract terms that the teachers are currently operating under?

You can view all the contracts from the district webpage. Go to "Employment" in the left hand menu and scroll down to "Employment Contracts." You will then be able to select the contract you want in either rich text or PDF format.
ReplyDeleteCheck out my answer to a similar question about the current contractual wage increase in the February 5, blog; it's near the bottom of the blog comments. I'm not hedging your question, but the wage increase for teachers depends upon their step in the salary scale and the degree they have, i.e. a bachelors, masters, or sixth year degree. Both the contract itself and my previous answer give you the specifics you're looking for.
The teacher's contract covers four years until June 30, 2012. The secretaries are currently negotiating their contract. The paraprofessionals and tutors have voted to form a union and will be writing a contract. The administrators and custodians also have separate unions and contracts.
